X was appointed as SA in February,2001.Y ,an SGT,got promotion as SA in January,2003.As X was in probationary period till February,2003 who wiil be considered senior for the promotion of HM post.Please clarify with relevant GO.

There are two teachers X& Y.Both are school assistants.X was recruited through 1989DSC and was promoted as SA on 01/11/2002.But Y was recruited through 1994 DSC and was promoted on 01/11/2002.In the attendance register Y's name is written first instead of X.Regarding the age X is senior to Y.Sir ,could you please tell me the reason to write like that.Could you mention the norms to write the names in the attendance register.

An employee was retired on 30.09.2014. He was on continuous EOL under Rule-16 of APLR,1933 from 02.07.2014 to 14.09.2014. DDO submitted EL encashment bill with last Basic Pay for 32 ELs. But the treasury authorities not accepting the bill. They are saying to Reduce 1/10 EL for EOL period. Pl. clarify
