An Employee Attended Residential Programme in SCERT, Hyderabad for 5 days. and only get in Travelling Allowance not for Dearness Allowance. During the programme he was attended Public Holidays also i.e., Sunday & festivals.
He was applied CCL to High School HM.
So Are Eligible for CCL. or not.
He was eligible Who is permit CCL HM OR Appointing Authority.
So please clarify with evidence Memos. & Gos.

My friend has completed 12 years of service as S.A,but he has not passed E.O & G.O tests. If he is eligible for 12years spl.scale pay. when can he get 12years scale? whether from the date he attempted G.O/E.O or the date he passed the exam or the date result announced? pls clarify.
